We do not file petitions or give legal advice. We build the evidentiary record that allows counsel to do both.

The Process
Lineage Research and Eligibility Assessment
A documented pedigree from the client to the qualifying ancestor, tested against the citizenship statute of the target jurisdiction, with an honest assessment of whether the claim is viable before money is spent pursuing it. Each jurisdiction carries its own generational limits, statutory cutoffs, and documentary standards. We work in the statute, not from a template.
Document Procurement
Direct retrieval from civil registries, ecclesiastical archives, provincial and national repositories, and government record offices across more than twenty jurisdictions.
Authentication and Legalization
Apostille coordination for Hague Convention states, and full consular legalization chains for non-Hague jurisdictions, including certified translation.
Case Memoranda for Counsel

Patrick is the genealogist and citizenship consultant of Vexillum Global. For more than a decade, Patrick has learned the research grit necessary to navigate the landscape of international archives, civil registries, federal bureaucracies, ecclesiastical records, and consular protocols. He has obtained genealogical documents across the United States, Canada, United Kingdom, Italy, Ireland, Netherlands, Poland, Romania, Hungary, Ukraine, Belarus, Israel, Spain, Cuba, Colombia, Mexico, and Panama. A lifelong student of history, he approaches every case as a generational puzzle where the solution requires original research.
He is a member of the Association of Professional Genealogists, the American-Canadian Genealogical Society, the Ontario Genealogical Society, the White Lion Society of the College of Arms, and the International Churchill Society.
Patrick holds a Master of Science in Foreign Service (MSFS) from the Walsh School of Foreign Service at Georgetown University, a Master of Business Administration (MBA) from the McDonough School of Business at Georgetown University, a Bachelor of Science (BS) in Business Administration from the Marshall School of Business at the University of Southern California, and a Bachelor of Arts (BA) in Political Science from the Dornsife College of Letters, Arts, and Sciences at the University of Southern California. He is currently a candidate for the Graduate Diploma in Immigration and Citizenship Law (GDipICL) from Queen’s University at Kingston.
As a service dedicated to help clients navigate citizenship by descent, the company is named after a Roman vexillum, a military banner carried by legions of the Roman Republic. As a precursor to the modern flag, it represents a foundational concept now associated with nation states, identity, and citizenship.

Disclosure: Clients are additionally responsible for all government and consulate fees, citizenship application charges, and document costs from local, state, federal, or consular agencies. This includes expenses such as notarizations, authentications, shipping, or courier services. Clients are ultimately responsible for submitting their own documents if applying without counsel. Vexillum Global provides guidance up to consular submission or legal filing, but cannot represent clients during appointments. Processing timelines and country-specific requirements vary significantly across countries, institutions, and cases.
